Mrs. Barrett is the Founder and C.E.O. of Annapolis Analytics, a Small Woman-Owned consulting firm dedicated to supporting national security and healthcare through development and implementation of Strategy & Policy as well as SETA support. She has two decades of experience providing federal clients with research, analysis, and counsel regarding a variety of federal cybersecurity laws and policies, including especially those related to national security and healthcare, and serves as a vice-chair, Information Security Committee, Science and Technology Law Section of the American Bar Association (ABA) for the 2019-2022 period. She is also co-author of What is Telemedicine?, published by the ABA in 2015.
Previously, she was a Principal Cyber Policy consultant with the MITRE Corporation and worked as a consultant for Booz Allen Hamilton (McLean, VA) and Booz & Company (Sydney, Australia) where she provided consulting services to private and public-sector clients. Ms. Barrett is a former healthcare lobbyist and US Senate staffer.
In 2020, she served as an evaluator for the U.S. National Academy of Medicine’s Healthy Longevity Global Competition where she reviewed proposals to improve physical, mental, and social well-being for people as they age submitted from startups located around the world. ). In 2020 she also served as an advisor to The National Conference of Commissioners on Uniform State Laws (ULC) Study Committee on Supply Chain Transparency.
Ms. Barrett, along with fellow ABA members, served as a panelist at the 2020 RSA Conference where she gave a presentation on how state data broker laws are beginning to address concerns about personal data being harvested and commercialized without knowledge and/or consent. Ms. Barrett published “Emerging Trends from the First Year of EU GDPR Enforcement” and “Are the EU GDPR and the California CCPA Becoming the De-facto Global Standards for Data Privacy and Protection?” in the American Bar Association SciTech Lawyer (February 28, 2020 and March 4, 2019, respectively. She has also been published in the Richmond Journal of Law & Technology, The ABA Health Law eSource Journal, Consulting Magazine, and the Journal of HIMSS.
